नई दिल्ली : भारत सरकार ने कोरोनावायरस (Coronavirus) संकट के बीच लोगों को हो रही दिक्कतों को कुछ हद तक कम करने के लिए 20 अप्रैल (सोमवार) से कुछ सेवाओं और कामकाज की अनुमति देने का फैसला किया है. ये सेवाएं और गतिविधियां Non Covid-19 Areas या कोरोना से कम से कम प्रभावित क्षेत्रों में चालू होंगी. सरकार ने शनिवार को इन सेवाओं और गतिविधियों से जुड़ी एक नई लिस्ट जारी की थी. साथ ही कहा गया है कि कोरोना संक्रमित इलाकों में इस तरह की गतिविधियों की इजाजत नहीं होगी. गृह मंत्रालय की ओर से रविवार को गाइडलाइन में बदलाव करते हुए यह साफ किया गया है कि लॉकडाउन के दौरान ई-कॉमर्स कंपनियां जरूरी सामान को छोड़कर अन्य सामानों की सप्लाई नहीं कर पाएंगी.
केंद्र सरकार द्वारा छूट दी जाने वाली लिस्ट में आयुष समेत स्वास्थ्य सेवाओं, कृषि एवं बागवानी गतिविधियों, मछली पकड़ने (समुद्री और अंतर्देशीय), वृक्षारोपण गतिविधियों (अधिकतम 50 प्रतिशत श्रमिक के साथ चाय, कॉफी और रबर) और पशुपालन को रखा गया है. इसके साथ ही अधिकतम 50 प्रतिशत मजदूरों के साथ चाय, कॉफी और रबर बागान में काम किया जा सकेगा.
मनरेगा के तहत होने वाले कार्यों की अनुमति होगी, लेकिन सोशल डिस्टेंसिंग (Social Distancing) के नियम का पालन और मास्क पहनना होगा. बिजली-पानी-गैस जैसी सार्वजनिक उपयोग की चीजें चालू रहेंगी. राज्यों के बीच और राज्य के अंदर माल ढुलाई की अनुमति होगी. निर्माण क्षेत्र के कामकाज को शुरू करने की अनुमति होगी. केंद्र और राज्य सरकारों के दफ्तर भी 20 अप्रैल से खुल जाएंगे.
इस सूची में वित्तीय एवं सामाजिक सेवा क्षेत्र, प्रिंट और इलेक्ट्रॉनिक मीडिया जैसे निजी संस्थानों, छोटे लॉज इत्यादि को भी रखा गया है. सरकार ने चेतावनी दी है कि इन गतिविधियों को मंजूरी देने का मतलब जनता की दिक्कतों को कम करना है, लेकिन मौजूदा दिशानिर्देशों का पालन करने पर ही इन चीजों की अनमुति होगी. सरकार ने राज्य और केंद्र शासित क्षेत्रों को दफ्तरों, कार्यस्थलों और कारखानों में मानक संचालन प्रक्रिया का पालन सुनिश्चित करने का निर्देश दिया है.
